Silly question: You did check install the ODBC drivers when you installed the client? It's been years since I messed with the 8i installer so I can't remember the exact steps. I'm not sure what you are trying to really do here but you can download a later version of the client from otn.oracle.com. I suggest you look at the instant-client. I believe the 9i clients are 'certified' to connect to an 8i database. I believe Oracle removed this ability in 10g and above.
You'll need to double-check this since Oracle changes licensing all the time but the client used to be 'free' since it really can't do anything except connect to an Oracle database. Unfortunately I don't have a Windows 7 machine or easy access to my old 8i media so I can't test this with you. Maybe some of the other Experts can provide some help.

When you try to develop an SSIS package in x64 Environment in BIDS that connects to a Oracle Database, you will invariably run into connectivity issues if the installed Oracle Client tools version is 10.2.0.1 (x86). You will obviously need to install the 32-BIT version of Oracle Client to communicate with BIDS which is a 32-BIT application! I should have put this in my post, I really had been reluctant to put this one up becoz from my years of past experience, I didnt find this solution acceptable/feasible to most of our valued Customers. This becomes worse when people hit this from an enterprise IDE like Visual Studio, I just cant recommend moving/renaming the entire Visual Studio folder as all dependent assemblies and metadata would break a lot of other things Just an FYI, I just remembered another very easy and quick fix to this: Just launch your client app from a DOS prompt with the traditional MS-DOS naming convention e.g. C:Program Files (x86) would be C:Progra1 This works too!! I had the same error with the Oracle Client 10.2.04 64bit on Windows 7 64bit. I installed Oracle Client 10.2.04 64bit, then tried 10.2.01 32bit and although the Oracle-Connect- and ODBC-Test were successful (32+64bit), I couldn't connect via ODBC from MS Excel to the database. Then I tried to install the Oracle Client 11.2 64bit, but it crashed after clicking on 'finish'. Then I tried the Oracle Client 11.2 32bit and then was successful installing it, testing the connection and establishing a ODBC-connection from MS Excel. Agency drivers spalding.
That doesn't make sense for me, but it works. Maybe this might help someone else installing the Oracle Client 11.2 32bit on Windows 7 64bit.

Running the setup of the Oracle8i package results in no action from the Windows 7 OS. The program opens and asks to install but after you click to proceed it goes no further. There is nothing in the task manager basically no sign of the software at all.

I am aware that Oracle is only looking to support version 11g Release 2 for Windows 7 but this doesn't help us right now.
